Update: January 15, 2020

Last night, findings and recommendations regarding Garrison and San Luis Rey Elementary were presented to the school board and community during a study session. 

Work to repair the 50-year-old storm drain underneath Garrison Elementary and bring it up to modern regulation standards is estimated at $13 million, not including unknown permit costs. 

If Garrison Elementary School is to remain open, the recommendation is that the complete storm drain system be removed, redesigned, and reconstructed. Reconstruction of the drain system would entail updates for current code requirements and working with several local and state entities. 

The board was presented with four possible options moving forward:

A. Replace the storm drain system at Garrison and conduct mini modernization of the school site while Garrison scholars remain at San Luis Rey. 

B. Place the Garrison site in asset management and keep scholars at San Luis Rey or nearby schools. 

C. Replace the Garrison storm drain system, place San Luis Rey site into asset management, and relocate SLR scholars to Garrison or other neighboring schools within walking distance.  

D. Place both Garrison and San Luis Rey sites into asset management and relocate scholars to other neighborhood schools within walking distance. 

The Board of Education and district staff greatly value the community’s input in making the best decisions for our scholars moving forward. We will host two community input forum meetings to gather community perspective, and invite members of the Garrison and San Luis Rey communities to attend one of these meetings.

Update: January 10, 2020

Community Message:

In effort to accommodate greater community participation, the Board of Education study session scheduled for Tuesday, Jan. 14 has been moved to a 6 p.m. start time at Chavez Middle School. 

At the September board meeting, the geological report was presented along with the geologist’s recommendation that the complete storm drain underneath Garrison be removed and replaced. The board will be presented with the scope of repairs and estimated costs of the repairs at this meeting.

In an effort to keep you informed on the status of the sinkholes and work at Garrison Elementary, we are providing an update from last night’s school board meeting. Findings from the geological report were presented to the board of education along with the geologist’s recommendations for repairs. At this time, it is recommended that the complete storm drain system underneath the campus of Garrison Elementary be removed and replaced. 

The next steps will be for the district to advertise for a bid to have this work completed. This process must follow legally defined governmental public works requirements, which includes a 60-day window of time that must be open to advertise for bid submission. Staff has plans to present the results of this process, which defines the scope of repairs and estimated costs to the board of education by the January 21, 2020 board meeting.

Update September 6, 2019

Community Message:

At the end of July, the district had a team of geologists study the sinkholes at Garrison Elementary. The geological team has completed the work and are now ready to present their findings at the next scheduled Board of Education meeting on Tuesday, September 10, 2019 at Chavez Middle School at 6pm.  Their presentation will be discussed as an update in item 7A. This is an information item only and the board will not be taking any action or making decisions.

Dear Garrison Families,

We will update this website periodically as we have updates on the progress of the work being performed at Garrison Elementary related to the sinkholes. 

As you are aware, Garrison has experienced a number of sinkholes causing the campus to become unsafe for students and school staff. 

Beginning the week of July 29, 2019, the district authorized the geological team to proceed with cutting larger holes around the sinkholes in an effort to determine what is causing them. Once we have an understanding of what is causing the sinkholes, we will be able to further explore what it will take to repair the damage. The geological team will not repair the sinkholes. As a district, we are required by law to collect bids from various contractors to perform the work of repairing the damage caused by sinkholes. The bid process and repair work could take several months and at this time we do not have an estimate on those repairs or a timeline as we are still waiting for answers which will determine the scope of the work.

As you know the safety of our students and our staff is a priority for OUSD and in an overabundance of caution, our school board voted to move students in grades K-5 from Garrison to San Luis Rey for the 2019/20 school year. The specialized preschool classes will be moving to Del Rio and Libby Elementary Schools. 

We would like to thank you for your support and dedication to the growth and success of
our school sites. Our students’ lives have been enriched as a result of the strong partnerships we
have with parents, guardians, students, teachers and community members. This school year
we will continue our partnership through the union of Garrison and San Luis Rey students and
families for the 2019/20 school year.
